Supporting Your Child’s Development
from Birth to Age 3

Early On is Michigan’s system for helping families of infants and toddlers, birth to age 3, who have developmental delay(s) and/or disabilities. In the Char-Em ISD region, Early On is not a single program or agency, but rather is a network of the following agencies working together: Charlevoix-Emmet Intermediate School District, the Health Department of Northwest Michigan, Northwest Michigan Community Action Agency, Early Head Start, Department of Human Services, and North Country Community Mental Health.

Services Provided:

  • Evaluation at no cost to parent
  • Individualized Family Service Plan (IFSP)
  • Home-based services to enhance developmental growth
  • Connection to other families through playgroups and family activities

What is the focus of programs and services?

Early On is here to help young children grow and learn and believes that the parent is the child’s first and most important teacher. Families serve as an important part of the Early On team. Service providers not only work with the family on goals that are important for the child’s development, but also help the family find other resources and services that might be needed.

Where are services provided?

Services are almost always provided in the family’s home. All services provided by Early On are free of charge and scheduled at a time that is convenient for the family. Early On also provides opportunities for families to connect with each other through playgroups and family get-togethers.
