CHARLEVOIX – Charlevoix-Emmet Intermediate School District and four of its partner districts were recognized recently for their work in implementing a framework of supports that helps to meet the needs of each student, through various tiers of instruction and intervention.
The system is known as “Multi-Tiered System of Supports,” commonly called MTSS. This framework can be used to address academic, social and emotional needs, and helps to foster an inclusive and positive learning environment, noted Kelly Rogers, Char-Em ISD special education coordinator, who frequently works with local districts in implementing MTSS.
The Michigan MTSS Technical Assistance Center recently recognized the ISD and Alanson, Boyne Falls, East Jordan, and Ellsworth public schools for their work to meet the needs of all learners during the 2023-24 school year. Districts throughout the state who enter data in the MiMTSS Data System were eligible for two types of recognition: MTSS data utilization, and MTSS implementation and impact. Following are the local recognitions received:
Char-Em ISD:
- MTSS Data Utilization Award for collecting and using the Regional Capacity Assessment
- MTSS Implementation and Impact Award: Bronze
Alanson Public Schools:
- MTSS Data Utilization Award for collecting and using MTSS fidelity data for behavior
- MTSS Implementation and Impact Awards for Tier 1 Behavior: Silver; Tier 2 Behavior: Silver; Tier 3 Behavior: Silver
Boyne Falls Public School:
- MTSS Data Utilization Award for collecting and using the District Capacity Assessment
- MTSS Data Utilization Award for collecting and using MTSS fidelity data for behavior
- MTSS Implementation and Impact Award for Tier One Behavior: Silver.
East Jordan:
- MTSS Data Utilization Award for collecting and using the District Capacity Assessment
- MTSS Data Utilization Award for collecting and using MTSS fidelity data for behavior at East Jordan Elementary and Middle/High Schools
- MTSS Implementation and Impact Awards for:
- East Jordan Elementary School – Tier 1 Behavior: Silver
- East Jordan Middle/High School – Tier 1 Behavior: Silver; Tier 2 Behavior: Silver; Tier 3 Behavior: Silver; Behavior Gold.
Ellsworth Community School:
- MTSS Data Utilization Award for collecting and using MTSS fidelity data for behavior at Ellsworth Elementary and Middle and High School
- MTSS Implementation and Impact Award for:
- Ellsworth Community Elementary School – Tier 1 Behavior: Silver; Tier 2 Behavior: Silver; Tier 3 Behavior: Silver; Behavior Gold
- Ellsworth Community Middle and High School – Tier 1 Behavior: Silver; Tier 2 Behavior: Silver
“Michigan educators work tirelessly on behalf of learners and do so much that is worthy of celebration and acknowledgment. The MiMTSS recognition process provides one way to shine a positive light on work happening within the state related to implementing an MTSS framework to meet the needs of all learners,” said Kimberly St. Martin, Director of the MiMTSS Technical Assistance Center.
These types of recognitions mean districts have supports in place to help all students succeed, said Scott Koziol, Char-Em ISD Superintendent.
“Students enter school with unique strengths and also unique needs. An MTSS framework provides a continuum of instruction, intervention, and supports so that when data indicate needs, students can access support quickly and prevent more complex challenges in the future,” said Koziol. “Families are included in the intervention process and data is shared so that teachers and parents understand the student’s response to the supports. MTSS supports a positive climate and culture where each student’s needs are met and strengths are celebrated.”
About the recognition levels
Bronze: The school is implementing the data, systems and practices well for that tier.
Silver: The school is implementing the data, systems and practices well for that tier, and discipline referral rates are below the national 75th percentile.
Gold: The school is implementing the data, systems and practices well for ALL tiers, and discipline referral rates are below the national 75th percentile.
About MTSS recognitions
The implementation of MTSS is a priority of the Michigan Department of Education (MDE). In alignment with this priority, the MDE and MiMTSS TA Center have developed a process for identifying and recognizing ISDs, districts, and schools that are demonstrating strong outcomes and/or making progress related to meeting the needs of each and every learner through a multi-tiered framework. This recognition process is based on information housed in the MiMTSS Data System and all criteria for a specific school year are posted on the MiMTSS TA Center website: https://mimtsstac.org/
