See the Early Childhood / Great Start Collaborative State of the Community report on this page, after the ISD overview 30 years of Career and Technical Education in Char-Em ISD! There continue to be many uncertainties in the world of education, but one constant supported by our regional communities is Career and Technical Education, also known as the skilled trades or vocational education. For 30 years, our region has generously supported CTE programming across the 11 public school districts in Charlevoix, Emmet, and northern Antrim counties - and the initiatives keep growing! Char-Em ISD Career Tech begins with fun experiences for our littlest learners, with hands-on activities such as touring career vehicles. In grades K-8, students can participate in Career Academy for Kids summer camp, which offers a dozen classes from STEM to photography, small engine repair to cooking. Each June, 8th-11th graders can enroll in one of five focused camps: Cosmetology, Public Safety, Lineworker, Taxidermy, and Welding; and 6th-10th graders can enroll in the Construction Technology Academy. These hands-on camps are an excellent introduction to high-demand career fields. If you have K-8th graders in Char-Em, they likely have had a visit from Char-Em Street STEM and our mascot, Eureka! This unique mobile STEM trailer visits thousands of students each year, bringing them the latest gears, gadgets, and gizmos to develop skills and interest in STEM (Science, Technology, Engineering, Math) fields. When it comes to high school CTE programs, Char-Em ISD’s offerings are second to none. Instead of a regional career tech center where students would travel to each school day, our 1,000-square-mile ISD required us to do things differently. Char-Em offers its courses in local high schools which are available to any student, in any district. Char-Em ISD Career and Technical Education millage request on the May 5, 2026, ballot 23 programs operating in 50+ classrooms, dozens of K-12 initiatives funded by millage Learn about all Char-Em ISD Career Tech programming and initiatives on the CTE website On May 5, 2026, voters throughout Charlevoix, Emmet and northern Antrim counties will be asked to consider Char-Em ISD’s Career and Technical Education (CTE) millage proposal. This millage has funded vocational programs throughout the ISD’s 11 public school districts for 30 years, with the original millage approved by voters in 1996. The 1.0 mill request, if approved, would keep the current 23 high school career tech programs operating across the ISD’s 11 public school districts, while maintaining numerous kindergarten-12th grade initiatives such as: Char-Em Street STEM delivering science, technology, engineering, and math tools; seven summer camps; career counseling; work-based learning; and tours of businesses, colleges, and trade schools, among many other efforts and innovations. The millage would generate approximately $8.1 million annually from 2026-2029. This request comes before voters every four years, with the last approval in May 2022 of 1.0 total mill. Because that millage expired on Dec. 31, 2025, by law the ballot language cannot be worded as a “renewal,” explained Char-Em ISD Superintendent Scott Koziol. “This is the millage that has provided amazing opportunities for local students over the past 30 years,” said Koziol. “I believe recognition of the importance of vocational education has never been greater. This region knows the critical role of the skilled trades. We see it every day in these classrooms, where students are gaining real-world skills and knowledge to succeed in these important careers.” Funding from the millage is distributed to each of the 11 local districts in an equitable manner, based on an established formula. New grant to address social media and youth
From Behavioral Health Coordinator, Alicia Schlehuber, Dec. 16, 2025 The urgent issue of social media's impact on youth mental health remains a top concern, as recently highlighted at the Advancing School Mental Health Conference put on by the National Center for School Mental Health. Local data confirms this widespread concern; the issue surfaced during meetings with area youth and was reflected in local community foundation Youth Advisory Committee Needs Surveys. This crisis is backed by research showing that excessive screen time and social media addiction are actively "rewiring" children's brains, with the detrimental effects increasingly visible in our classrooms across the county. Addressing this immediate need for support and resources is crucial to fostering positive mental health for our students. Char-Em ISD is pleased to announce a significant step forward in tackling this challenge. Behavioral Health Coordinator Alicia Schlehuber applied for and has been awarded a grant from the Charlevoix County Community Foundation Youth Advisory Committee (C3F YAC) to fund “Unplugged Bug” kits. This new initiative will address the impact of social media and smartphone addiction on youth mental health by collaborating with the Health Department and other school mental health providers to create a campaign and provide critical resources. Key components include co-presented parent education sessions at elementary schools in Charlevoix County, focusing on strategies for addressing screen addiction. To start these important conversations early (especially for K-3rd grade), each school library will receive "Unplugged Bug" book kits designed for families to check out. Char-Em ISD is proud to have achieved accreditation by AdvancED for a second 5-year period effective July 2016. The AdvancED Accreditation Commission determined that Char-Em ISD engages in a continuous systemic process of improvement, and has effective and efficient quality assurance controls throughout the system. This achievement recognizes the quality of services provided by the ISD through the leadership team and governing authority, the dedication and service of the professional staff, and the support of community stakeholders.
